
From railway tickets to GST rules, there are a few financial changes that will take place in July 2025. As the new quarter of the financial year 2025-26 begins, everyone needs to be aware of these changes that may affect their finances.
Aadhaar verification for new PAN card
As per the rules, Aadhaar verification is mandatory for a new PAN card. This is to avoid duplicate or fraudulent PAN cards in the system.
Tatkal ticket rules
The Indian Railways has issued new rules for ticket booking. Under the Tatkal Scheme, users will have to do Aadhaar verification using OTP, according to an official statement by the Ministry of Railways.
From July 1, 2025, Tatkal tickets can be booked through the IRCTC website or its app only by Aadhaar-authenticated users. From July 15, 2025, the Aadhaar-based OTP authentication shall also be made compulsory for the Tatkal booking.
Railway Fare Hike
Indian Railways is set to implement changes to its fares for non-AC Mail Express by 1 paise per kilometer from July 1, 2025. For AC classes, the hike will be 2 paise per kilometer.

GST
According to the Goods and Services Tax Network (GSTN), the monthly GST payment form GSTR-3B will become non-editable starting July 2025.
“GST Portal provides a pre-filled GSTR-3B, where the tax liability gets auto-populated based on the outward supplies declared in GSTR-1/ GSTR-1A/ IFF. As of now, taxpayers can edit such auto-populated values in form GSTR 3B itself,” GSTN said in the advisory on June 7.
ITR deadline
The Central Board of Direct Taxes (CBDT) has extended the deadline for ITR filing to September 15, 2025, for the financial year 2024-25 and assessment year 2025-26.

Car Rules in Delhi
The Delhi government is all set to ban fuel for old vehicles from next month onwards. Diesel vehicles more than 10 years old and petrol vehicles over 15 years old will not get fuel from July 1.
